Preparedness in California: Lessons Learned from Katrina

Building on previous and existing efforts by Northern California Grantmakers, Walter & Elise Haas Fund, and other organizations involved in disaster preparedness funding, this event will focus on the conclusions from the recent Alliance for Justice report, Power Amidst Chaos, to highlight similar concerns for preparedness in the Bay Area. This event is being held in recognition of the anniversary of the 1906 San Francisco earthquake in April.
Please join us to:
- Summarize the conclusions drawn from the AFJ study Power Amidst Chaos as to how the lack of prior advocacy funding influenced the response to the hurricanes in the Gulf Coast;
- Assess ongoing disaster preparedness efforts in California and the Bay Area and ways to strengthen these efforts by drawing on the experience of funders responding to Hurricane Katrina; and
- Encourage local funders who have not previously been involved in disaster preparedness funding to get involved in strengthening their communities through funding advocacy by nonprofits representing those most vulnerable in times of disaster.
Summary of Power Amidst Chaos
This study uses the example of the devastation caused by Hurricanes Katrina and Rita to examine lessons learned from the lack of disaster preparedness in the Gulf Coast region. The first section of the study identifies ten principles that foundations should use to promote the voice of the nonprofit sector and vulnerable communities in influencing critical policy decisions before, during, and after disasters. The second section focuses on the need for funders to support advocacy and advocacy capacity-building before disasters strike, as well as ways for funders to collaborate with local groups to empower the most vulnerable populations. The final section emphasizes the need for funders to support efforts to strengthen nonprofits and their long-term ability to advocate for the affected communities they represent long after a disaster strikes.

Nan Aron, the president of Alliance for Justice, will address AFJ's support of advocacy funding through its programs.
Ellen Widess, Senior Program Officer at The Rosenberg Foundation and Co-Chair of NCG's Public Policy Committee will discuss the goals and objectives of this committee's work.
Stephanie Rapp, Program Officer at the Walter and Elise Haas Fund and Co-Chair of NCG's Disaster Preparedness Task Force will highlight the task force's strategic vision for coordinating funders' preparation and response in the event of a local disaster.
Richard Eisner, Government Liaison at The Fritz Institute will discuss the policy implications of his organization's work fostering collaboration in disaster preparedness in the Bay Area Region.

This event is funders only. NCG membership is not required.
This program seeks to bring together foundations actively engaged in funding advocacy-related programs related to disaster preparedness and funders who are not currently involved in this funding. The aim is to create an informational forum where discussion of current disaster preparedness programs and ideas for strengthening and expanding these funding efforts will encourage more foundations to take part.
