Navigating Proposition 49:
Resources for Grantmakers

In 2002 California voters approved Proposition 49 which will provide additional funds for after school programming. These funds will help build upon the After School Education and Safety program and the federal 21st Century Community Learning Center programs. Proposition 49 is expected to be signed by Governor Schwarzenegger in September and trigger with the 2006-07 state budget. This will increase California's current after school funding from $121 million to an unprecedented $550 million. These funds will be available for after-school programs at California's public elementary and middle schools.

The passage and implementation of Proposition 49 offers a unique opportunity for funders to engage with grantees and local government around education and after school programming. Many schools, local government, and community based organizations may not understand the implications of Proposition 49 and funders will be able to play a pivotal role in educating grantees and other stakeholders about this new funding opportunity.

With passage of this bill, school districts will begin to create new partnerships with community based organizations in an effort to plan and deliver after school programs. Proposition 49 provides funders with an opportunity to provide planning grants and other technical assistance support to help both schools and communities develop comprehensive after school plans. As part of the law, all groups applying for Prop. 49 funds from the California Department of Education are required to have a 33% local match and foundations can also get involved by helping schools to come up with these funds.

This page contains Proposition 49 information and resources that will be helpful to both funders and their grantee organizations. NCG will continue to track developments regarding the implementation Proposition 49, just as it tracks other state and federal legislative developments that are of interest to members. NCG encourages its members to take advantage of this opportunity to bring new state funding to their communities.

Designed as a guide for funders, this document outlines Proposition 49 leveraging opportunities at the state, regional, and local levels across several key themes including quality, accountability/evaluation, sustainability, workforce, advocacy, and access. It includes a partial list of projects and efforts that may require funding support.

Oakland Fund for Children and Youth (OFCY)
