P4: The Philanthropy Public Policy Portal is an online government relations resource designed to help grantmakers:

  • understand how government works at the federal, state, and local levels;
  • know where to go to connect with government officals and staff; and
  • communicate with policymakers in order to convey the value that philanthropy brings to local communities.

The Public Policy Toolkit  is an online resource to help grantmakers with public policy grantmaking. It contains:

  • basic information including definitions, legal information, and strategies on public policy grantmaking;
  • as well as more in-depth information, including case studies of local public policy funding; and
  • information on evaluating public policy efforts.

P4 is a resource aimed at encouraging philanthropic–government relations, and building the potential for foundations to inform sound government decision–making. The site contains sections geared towards teaching grantmakers about the policymaking process; teaching policymakers about the philanthropic process; and tools for each audiences to use to build better relationships with each other.

Foundations are often interested in supporting public policy changes to achieve their long-term goals, yet they may be unsure of what activities are legal, and what information and expertise is needed to pursue such ends.

NCG's Public Policy Toolkit was created to address such questions around funding public policy engagement. This resource contains information for grantmakers on supporting long-term changes in public policy, with an emphasis on legal parameters and distinctions between lobbying and advocacy.  The Toolkit has useful, contrasting information for public as well as private foundations.

 GOVERNMENT RELATIONS & NCG

POLICY GRANTMAKING & NCG 

P4 is part of a recent initiative by NCG to support our membership in efforts to build bridges to the policymaking community. As part of ongoing government relations support to members, NCG's will be using P4 and examples of public–private partnerships as conversation points in legislative visits with the goal of developing mutual awareness and collaboration.

In addition to this on-line Public Policy Toolkit, NCG partners with Alliance for Justice to host annual workshops which train grantmakers around legal considerations and reporting requirements related to public policy and advocacy grantmaking.

  • The Public Charity's Guide to the California Initiative Process
    This guide by the NCG Public Policy Committee outlines the manner in which public charities can play a significant role in state ballot initiatives, including details on the state and federal regulations that affect them. It is the companion publication to the “Private Foundation’s Guide.” The Guide is intended to help public charities and their legal counsel to more confidently navigate the decisions they will face when working in the ballot measure arena.
